Trent Lott was born in Grenada Mississippi on October 8, 1941. His father Chester was a shipyard worker and his mother was a teacher. Trent Lott started from humble beginnings but soon rose in the social and political ranks of the state to establish himself as one who was not going to spend his entire life in Mississippi, though he would be hard pressed to forget where he came from and the people and places which helped to establish the man who is Trent Lott. Trent Lott was introduced to a more social life when he was attending the University of Mississippi where he earned a degree in public administration in 1965 and a law degree in 1967. (Mercurio, 2002) After he graduated, he moved to Pascagoula where he opened up a law practice and still lives to this day. It was also during this time that Lott began his life in politics. He served as an assistant to the House Rules Committee chairman William Colmer from 1968 until 1972. ( Smith 2005) Despite the fact that Colmer, for the past forty years, was one of the leading segregationists of the state, he still endorsed Lott as one capable of replacing him when Colmer retired. Despite the fact that Lott ran as a Republican; a party which had not had much success in the South since the beginning of the Civil War, Lott was by a landslide. People could see beyond the labels which all too often seem to identify everything there is to know about a candidate. However, there were other factions involved during this time which helped Lott gain the seat that was vacated by Colmer. During the 1960’s especially after the 1965 Civil Rights Bill, there appeared cracks in the solid Democratic South that was so apparent in the decades before. The Democratic Party was losing converts to its cause left and right and more and more people were willing to vote on the Republican ticket. In the 1964 Presidential Election, despite the fact that Barry Goldwater was routed by President Johnson, Goldwater, Senator from Arizona won 87% of the popular vote of Mississippi. ( Smith, 2005) Trent Lott was on the cusp of this political change and he was going to make the most of it for himself and the legacy which he sought to create in politics. The only question was where Trent Lott was going to end up and how far his aspirations and the people of Mississippi were willing to take him. During the 1970’s, a time when the South and Mississippi was lending most of its support to Republican candidates, Trent Lott was enjoying the success that his adopted party was giving him. That, coupled with the people of Mississippi and their ability to relate to   somebody in politics who still seemed approachable, Lott   became in 1974, the first Republican to get reelected from the state of Mississippi since the end of Reconstruction in 1877. (Page 2002 pg A14) Lott would be re-elected six more times and won easily. In 1978 he even ran unopposed since Lott had established himself so strongly in this part of the country. It was becoming apparent that Trent Lott was going to be in Congress for some time to come. It was also during this time in the 1980’s that Lott served as the House Majority Whip for the Republican Party from 1981 until 1989. (Smith, 2005)   In doing so, he was the first southern Republican to hold such an office. The Republican Party was becoming a strong hold for the South and so too was Trent Lott. It was now time for Trent Lott to rise in his political career. The Senate seemed like the next logical answer. The House of Representatives has 435 members and the number of representatives which each state sends to Congress is directly based upon the population of that particular state. Lott ran and won a resounding eight point victory over incumbent Wayne Dowdy. Lott was re-elected in 1994, 2000 and 2006 with there existing no sizable Democratic opposition. (Smith, 2005) Lott continued to benefit from the success that the Republican Party was having at this time. From 1993 until 2001, Democrat Bill Clinton was President of the United States and enjoyed high approval ratings throughout out most of his administration. However, it was the Republicans who enjoyed a sizable lead in the Congress through a good portion of the 1990’s. Lott became Senate majority leader of the Republicans in 1996. Lott preceded in the trial of President Clinton but eventually acquiesced to suspend the proceedings in the Senate. Even though the House had voted to impeach the President, Senator Lott knew that the Republicans in the Senate numbered far short of the necessary votes in order to make the impeachment complete. After the 2000 election when a highly partisan country resulted in a deeply divided Congress and a 50-50 split occurred in the Senate, Vice President Dick Cheney’s vote gave the Republicans the majority in the Senate once again and Trent Lott was again the leader of the Senate. This was short lived when Vermont senator Jim Jeffords became ad independent, thus giving the Democrats the majority in the Senate, Trent Lott then became the Senator Minority Leader. However, 2002 would provide more problems for Trent Lott and possible the Republican Party when Trent Lott made some controversial comments about the nation’s and state’s past which helped to bring to the forefront, a history and hurt feelings and resentment which many in the state as well as the country had tried hard to bury. The spotless record which Trent Lott had spent his entire private and political life building, ended on December 5, 2002 when at a 100th birthday celebration for Senator Strom Thurmond, longtime senator from South Carolina   and who in 1948, ran for President under the Dixicrat ticket which appealed to mostly segregationist southerners. Commenting on that regrettable chapter in American history, Senator Lott commented instead: â€Å"When Strom Thurmond ran for President, we voted for him. We’re proud of it. And if the rest of the country had followed our lead, we wouldn’t have had all these problems over the years either.† (http://archives.cnn.com) This was a comment which was blown up for a number of reasons. The first reason is the historical significance of the 1948 election and the role that Senator Thurmond in his strict   stand for segregation. The political and social atmosphere had changed and what was previously seen as acceptable in the way of racial prejudice, in our present time, has finally been seen for what it is worth; completely unnecessary and an impediment on the freedom of every individual in America. The second problem was that Senator Lott was from the South and represented the South. Despite coming a long way from the times of slavery and segregation, there still existed a strong awareness of history in the South; especially the history of race relations. Such comments helped to bring up a great deal of pent up anger and issues which many had hoped had finally been resolved. IN many degrees it may have been, but this comment by Senator Lott helped to open up a wound that had many thought had been healed. The last problem with the comment, aside from the comment itself, was the voting record of Senator Lott. He had voted against the renewal of the Voting Rights Act as well as the formation of a national holiday for Martin Luther King Junior when it was made a law in 1986. The comment gained strength as the NAACP and Black Entertainment Television BET called for the resignation of Senator Lott. A good deal of political commentators on television also called for the resignation of Senator Lott and the Republican Party, feeling the backlash towards a public, many of which was suspect towards their history of race relations, and feeling a loss of power, compelled Senator Lott to step down from his position as the Minority Leader in the Senate on December 20, 2002 and was replaced by Tennessee Senator Bill Frist. Despite these comments and how in the minds of many, they have forever associated Senator Lott with the Republican Party of the past, Lott has proven that he is not one who will always vote the strict party line. Within his own party, Lott blasted what is referred to as â€Å"pork spending.† (http://archives.cnn.com) This refers to the fleecing of Americans and their hard earned taxes through kickbacks, deals made in smoke filled rooms and money being placed under the table in order to repay one political favor for another. A senator would try to have a disproportionate amount of federal aid sent to his state or local district in order that such efforts would then be repaid by getting the senator elected. There will never be the full disclosure of how popular this is within the Senate but there is an unwritten law among the members of Congress not to speak out against this. â€Å"Despite their on camera antics and fighting, the members of the House and to a greater degree the Senate, constitute a private club in which each member supports and defends the other.† (Smith, 2005) Trent Lott was not one of these men. After the tragedy of Hurricane Katrina and the all too real reality of forty years of political corruption in Louisiana, which led to much of the troubles during that natural disaster, Senator Lott commented: â€Å"I’m getting damn tired of hearing from them. They have been nothing but trouble ever since Katrina. â€Å"   Ã‚  Ã‚  Ã‚  Ã‚  Ã‚  Ã‚  Ã‚  Ã‚  Ã‚  Ã‚  Ã‚  Ã‚  Ã‚     (http://archives.cnn.com) Many would say that they have been trouble ever since the Congress was formed at the end of the 18th century. Lott became an outspoken critic against a Congress which had been traditionally made up of â€Å"good old boys† who fleeced the tax payers with their nonsense projects and grafting procedures.† (http://archives.cnn.com) It was comments like these which helped cement the reputation of Senator Lott as one that was above being bought or being swayed by public opinion. As much as politics is polarizing and such comments can raise the ire with people as it is human nature, most free thinking individuals can see beyond the partisan back biting which many casual observers cite as the reason for their disinterest in politics. Trent Lott is an exception to what is becoming the norm: partisan members of Congress who will vote the party line and what is popular among the people who voted them in order to continue their role in the Senate. Lott has thought differently and still has been able to make a name for himself in the Senate. Another issue in which Senator Lott angered much of his conservative base was over the issue of immigration. A recent CNN poll cites more than 85% of the American public want the immigration laws to be strengthened in order to stop what is becoming a severe impediment to the country as a whole. (Dobbs, 2005) There is no doubt that illegal immigration needs to be fixed. The inability of the Congress to do anything about it helps to create such low approval ratings. This is because, despite the country being in agreement about the fact that illegal immigration needs to be stopped, there is still much debate as to how exactly that is to be accomplished.   There are a number of factions within the Congress as there is in the country and all have strong opinions. The Democrats seem to be a little more lenient and propose for an easy road to citizen ship. Most Republicans feel that illegal immigrants broke the law and compromised the security of the border and propose anywhere from the deportation of twelve million people to strict fines and being pushed to the end of the line in the path towards citizenship. Some of these feelings are strengthened through talk radio which is currently monopolized by conservatives; many of whom have very strong opinions about what should be done about the problem. Lott made his opinion clear and called for resolve and moderation. Lott sought to do this by listening to his conscience more than what his people tell him to do, which he felt, was asking for more than what was right in this situation. Lott commented: â€Å"Talk radio is running America. We have to deal with the problem†¦. I’m sure senators on both sides of the isle are being pounded by these talk radio people who don’t have a clue what is even on most of these bills.   They are ill informed to comment so.† (Dobbs, 2005) Senator Lott reached across the isle and teamed up with the very liberal Senator Ted Kennedy for their comprehensive Immigration Reform Act of 2007. Throughout the whole process, Senator Lott was a voice of reason who called for a moderate approach to the problem so that some immigration bill could be passed. He commented: â€Å"Can we do anything more? I don’t like a lot of these amendments. Some people were acting like this is a sinister operation. I don’t believe so. Everybody knew there was an effort underway†¦. Do you have faith in me after 35 years?† ( http://archives.cnn.com) Despite his best efforts, Senate Leader Harry Reid, Democrat from Nevada killed the bill after less than a week of debate. Since Senator Lott has resigned from his leadership position in the Senate, he still has remained a voice of reason and is not hesitant to vote his conscience over the strict party line. Senator Lott received a mild, though strong Democratic following when he called for the resignation of Secretary of Defense Donald Rumsfeld before most Republicans even contemplated the movie. He battled with President Bush over the closing of military bases in the state of Mississippi and was an outspoken critic of Karl Rove, President Bush’s chief advisor. On July 18, 2006, Trent Lott even voted in favor stem cell research; a bill which President Bush in July 2007, vetoed because in the process, the stem cell, which would eventually become a fetus, was viewed by Christians to be a human life and therefore felt that such measures acted as like an abortion. On the other side of the issue, stem cells can be used, researchers think, to grow healthy cells and combat various diseases which attack the brain, spine and nervous system. Senator Trent Lott voted for this research and in the process, alienated himself from much of his base. He knew this before casting his vote but he has gained the respect of his peers on both sides of the isle for being motivated by what he thought to be right and not necessarily what was popular within his own party or with the nation. Whether Trent Lott is alienating his base or voting with the majority, he has been a voice of reason and moderation for most of his career. Trent Lott has been a mainstay in Congress for the last thirty years and even though he has voted in ways that he later regretted and made comments which have hurt him and his legacy in the long run, to the people who like honest talk, both in his home state of Mississippi and in the country at large, have come to respect him for all that he has done. Even after the made those now infamous comments about Senator Thurmond, most Democrats in Congress, despite seeing a political opportunity to increase their support from African Americans and other minorities, realized that the comment was not a true testament to the feelings, the beliefs and the life work which had become Trent Lott. The former leader of the Senate for the Democrats and a figure which had no trouble raising the ire among most Republican supporters, commented on that recent turn of events: â€Å"There are a lot of times when he and I go to the mike and would like to say things we meant to say differently, and I’m sure this is one of those cases for him as well.† (http://archives.cnn.com) This is the case with free thinking individuals who, despite raising the hated and ire for many Republicans through his years in the Senate and could further increase the support of his base by responding their calls to vilify the man, such people who have known Senator Lott for any period of time, though they might not agree with the man and his politics, respects his morals, values and the ways in which he conducts himself. This is hard to do sometimes as the persona cross the isle might be causing a great deal of trouble in one’s political pursuits and perhaps had even exerted efforts to derail their bid for re-election. Nevertheless, the millions of people in America who feel that the actions of the Congress and the beliefs of the men and women who make up such an exclusive club is more important that what the current pop culture icon is wearing or dating, can recognize a genuine person. Those who want to stay in touch with current events and the politics which shape them but still cannot resort to such efforts, cite the fact that in their opinion, there is a severe shortage of people whom they feel to be â€Å"real.† This is most likely true as observers for both Presidential campaigns can record the amount of back peddling that each candidate makes in order to maintain thee highest level of political power; regardless of whether or not that is their real opinion. It is unlikely that Trent Lott, despite his high popularity, will never even contemplate running for President. And it is to the advantage of all those who believe in him that he does not. This is because Trent Lott, with his inability to be disincentive, shoots from the hip and when asked, tells people what he believes more times that not. Sometimes the words will come out wrong and he will regret what he says. However, isn’t this true for all of us. If every formal word of ours over the last 35 years was recorded, how well would others regard us? It is to the benefit of millions of people that is not the case and for those like Senator Lott who has been in the public eye for thirty five years, his record will stand for itself and by itself in this highly partisan climate which is currently choking Washington with no hope of reviving the healthy action of dissent across party lines when an issue does not react well to their own beliefs; the beliefs in which they were elected. Senator Trent Lott is not a member of the former class but stands alone as not only one who apologizes for his mistakes, but also is willing to cross party lines and let the criticism come as they may. The law provides that the debtor, or a general partner in a partnership debtor that did not join in the petition, may file an answer to a petition (11 U.S.C. Section 303 (d)). Thus, applying this provision to the instant case, the petition for involuntary bankruptcy should be allowed and given due course and for the opposing partners, Mannino and Elliot to be required to file their respective answers. It should be noted that in cases of involuntary bankruptcy, the petition may be initiated against a person except those enumerated under Section 301 of the U.S.C. The exceptions enumerated are a family farmer, or a corporation that is not moneyed, business or a commercial corporation that may be a debtor (Section 301, U.S.C.). In case it is a partnership, the petition may be filed and initiated by fewer than all of the general partners. After the petition is filed, the following should documents should also be filed namely, schedules of assets and liabilities; a schedule of current income and expenditures; a statement of financial affairs; and a schedule of executory contracts and unexpired leases (Fed. R. Bankr. P. 1007(b)). The involuntary bankruptcy has the effect of stopping the operations of business and thereafter, the court appoints a trustee. This trustee is suppose to collect and sell the non-exempt assets and proceeds thereof are distributed to the creditors according to the schedule provided under Section 726 of the Code (US Courts Federal Judiciary web site, n.d.). Obligations or debts with a lien or mortgage are considered fully secured. Creditors holding such have a legal enforceable right to the lien or collateral. The creditor is no longer allowed to participate when the trustee liquidates the assets if the creditor holds collateral in an amount equal or greater than the amount of debt (US Courts Federal Judiciary web site, n.d.). After full liquidation of the assets of the partnership is made, there is no bankruptcy discharge and the case is deemed terminated. 2) Can the bankruptcy court confirm the debtors plan of reorganization? Explain. The Court should not confirm the reorganization plan. The law specifically mandates and provides the nine classes of preferred claims in the order of preference stated (Section 507, Chapter 11, Title 11 of the U.S.C.). This means that each class must be fully satisfied before full payment and satisfaction of the next lower category/class. In the given case, the Reorganization Plan filed by Friese, the debtor-in-possession is deemed a violation of the order of preference provided by law. The U.S.C. limits this only to those it specified under Section 502 (f) which provides specifically: an involuntary case, a claim arising in the ordinary course of the debtors business or financial affairs after the commencement of the case but before the earlier of the appointment of a trustee and the order for relief shall be determined as of the date such claim arises, and shall be allowed under subsection (a), (b), or (c) of this section or disallowed under subsection (d) or (e) of this section, the same as if such claim had arisen before the date of the filing of the petition (11 U.S.C. Section 502 (f)). The Reorganization Plan in the given case contradicts and violates the order of preference specified by the Code since it made and placed the unsecured creditors to the second class and fixed the amount to be satisfied as 50%. The law is clear when it specified the unsecured claims listed into several categories as provided for in Section 507 from (2) to (8). Moreover, Section 1129 grants the court the power only to confirm and approve the plan submitted if amongst others, it follows the mandates of the law. Below are two scenarios; follow the guidelines for the one that best describes your situation in order to learn how to request and receive a copy of your high school diploma. Scenario 1: You Know Your High School’s Contact Information If you have contact information for your high school (this includes an e-mail address, phone number, or physical address), then you're in luck because it should not be too difficult for you to get a copy of your diploma. First, contact your school, tell them that you are trying to get a copy of your high school diploma, and ask them how you can do that. If you aren’t sure which person you should speak to, contact the school’s main office, and they should be able to direct you from there. Once you contact your school, the process for getting a copy of your diploma is usually pretty straightforward. You may have to prove your identity by sending a copy of your ID or telling them information such as your date of birth or social security number. You may also have to pay a small fee (typically a few dollars) for a copy of your diploma to be sent to you. If you know your school's contact information, getting a copy of your diploma could be just a phone call away. Scenario 2: You Can’t Contact Your School or Your School Closed Down Your school likely has multiple methods of contact, including a school website, e-mail address, phone number, and physical address. If you can’t find your school’s district, the district no longer exists, or you went to a private high school, contact your state’s Department of Education. The Department of Education will have records for current and past high schools, and they should be able to put you in contact with someone who can help you get your diploma. Be ready to give them your name, the name of your high school, the town your school is or was located in, and the year you graduated. If you attended a private high school, you can also search for its records and contact information on the National Center for Education Statistics page for private schools. They may provide ways of contacting your school directly or give contact information for a place that stores student records. Global Music The global perspective of music: we live in an increasingly smaller â€Å"global village.† With advance in worldwide transportation and communication and with increasingly mobile societies, it seems not only appropriate but also necessary to develop a global perspective of music. A global perspective of music is a sense of the lifestyles, traditions, values and the music of several nations and cultures throughout the world. An awareness of the diversity within our national boundaries that has contributed significantly and beneficially to the cultural richness of our land. The diversity of musical styles that exist in the United States includes Western European â€Å"classical† music (art music) and a number of â€Å"popular† music styles derived largely from Western European ways of making music. These styles include pop, folk, country, and rock. Other styles, including jazz, blues, and various ethnic music, are the result of a blending of cultures and traditions. All these styles constitute an important part of music in American society, styles that constitute â€Å"American music.† The ethnic diversity: part of the cultural richness of our nation is derived from its ethnic diversity and its large number of ethnic groups. Immigrant groups may have partially assimilated into the mainstream of our society while retaining the songs, dances, instruments, languages (at least accent and inflection), fashion, food, and lifestyles of their native cultures. In many cases, the merging of cultural traditions has formed new styles and modes of behavior. For example, jazz evolved in the early twentieth century. Music is vocal or instrumental sounds having melody, rhythm, or harmony. Also, music is sound that you want to hear as music, sound that is not organized in some fashion typically cannot be called music. Yet the roar of a waterfall, the sound of rain falling on a tent or the chirping of birds can sense but as pleasing, and these perhaps as musical, sounds. In fact, the sounds of birds, water, and whales and other sounds of nature have been taped and used in â€Å"organized† music. Conversely, all sorts of drum, cymbals, and gongs; harsh dissonant harmonics; and abstract, totally unsingable melodies have been organized into music. Artistic qualities of Music: music maybe folk art, high art, or at any place in this continuum. Much music has attributes of both. High art includes the classical music of the Western European cultivated tradition. It also includes the classical music of other cultures.

From 1834, the year of emancipation of slaves in Dominica and the other British West Indian colonies to 1845, the popular education that was existent was really religious education. The concept of a state system of education in the West Indies emerged in Britain in 1833 as part of the act to emancipate slaves in British custody. Prior to that, the masses of the people had practically no formal education. In Dominica, from 1834 onwards, the British subsidized primary education through grants but basically, education was imported and promoted mainly by missionaries. The content of education was divorced from the interests and needs of the masses and the community. Emphasis was on the classics and the arts. There is little doubt that the churches original interest in education was the creation of influential educated elite. In practice, their interests were denominational, especially seen in the establishment of secondary schools. Proposed educational policies depended greatly on the availability of funds, which were always insufficient. Therefore, changes and reforms were minimal. The newly elected legislative councils and their leaders gave little support. In reality, education, in practice was for a privileged minority. The populace remained virtually ignorant and illiterate. The pre-emancipation society was therefore not in any sense an educated one. Where slaves received any instruction at all it was of a religious nature provided by the church at long intervals. The authorities had no aims or standards; hence there was no system of formal education. It was against this background that the British Imperial Government incorporated an education grant in the 1833 Act of Emancipation to assist in the educational development of the Negroes. Establishing schools for the masses was provided for by the Act, which included grant money from the imperial government to provide education in the ex-slave colonies. This grant money is known as the Negro Education Grant. It was regarded as an urgent matter. The total grant amounted to a mere ? 30,000 per annum for five years for all the BWI of almost one million people. The decision to allocate the grant was executed through the local legislatures and the religious bodies. The grant was decreased each year and ended in 1845. The denominations were offered financial help to build schools, and later to assist in the payment of teachers’ salaries as the best means of developing a system of education. Dominica’s share of the Grant amounted only to ? 600 to be spent on 14,000 ex-slaves. This amount was very insignificant and was spent mainly by the Society for the Propagation of the Gospel (SPCK). After two years it became apparent that the desired and intended results were not forthcoming because of the many difficulties faced. Some churches were unable to accept more grants because they could not bear the recurrent expenditure on their schools. In August 1837, the grant was switched to pay one-third of teachers’ salaries instead. This was insufficient, and the societies did not expand their operations further. As the expected expansion did not materialise the imperial government was disappointed. Hence, the union of the imperial government, local legislatures and the churches could not fulfil the early ambition to create a viable education system. Thus, in 1841, the imperial government started to withdraw the fund. The Mico trustees who had done the most protested, but to no avail. In 1845 it came to an end, and so the burden fell on the West Indian legislatures and workers to increasingly support the education of their own children. In Dominica, the drive towards education for the masses was assisted by the local legislature, thus complimenting the work done by charities and the churches so that by July 1840, Dominica had 20 schools, 10 teachers, 1,086 pupils and total average attendance was 750. The British Imperial Government gave two main reasons for ending the NEG: 1. English workers were said to be worse-off than West-Indian workers 2. The Baptists were said to be prospering – although they had refused all aid Both claims were false. The churches lacked both money and resources. The British felt in the case of Dominica that the Catholic Church could not and would not provide appropriate education. They therefore supported alternatives to church schools. They decided to provide secular schools and to withdraw grants to the church schools. This was strongly opposed until a compromise was reached. The main success of the period of the NEG was the idea of popular education. The Provision of Secondary Education in Dominica: Providers and Gender Issues From the foregoing, one can appreciate the fact that the provision of education was a task that involved the participation of several providers or stakeholders: The British Imperial Authority, the Local Legislature or Assembly, the Church (especially the Catholics) and the Charities (especially the Mico Trust). Prior to emancipation, the provision of education was the responsibility of the churches and the charities. Education was very limited and very few benefited. In reality, what ever was taught was basically religious education. With the passage of the Act of Emancipation, an attempt was made to establish popular education. The NEG thus provided the needed funds for this purpose but eventually ended in failure. These funds were channelled through the bodies mentioned above, especially through the charities and the churches. By 1868 the main providers were mainly the state (the Local Legislature) and the church. It must not be forgotten that the vast majority of the population were Catholics and therefore co-operation and compromise between the two bodies were of paramount importance. By that date, the majority of primary schools belonged to the state i. e. 18 out of 33 (54%). This was unique, for no other West Indian society had such participation by the state in educational provision. In the case of secondary education, the provision was by the Church (Catholic). The first establishment for the provision of secondary education was the Convent High School (CHS) in 1858. This was exclusively for the children of the local elite. The children of the rural peasantry and the working classes were excluded. The state provided some funds for the school. But there were no secondary education provided for the masses. It is again unique to Dominica in that early period that post-primary education was being provided only to girls when this gender was marginalized in the rest of the W. I and in Britain itself. Even today, in 2000, over 65% of secondary school students are girls. The figures for the Clifton Dupigny Community College, University of Technology (Jamaica) and University of the West Indies are roughly the same. In the case of Dominica, male marginalisation has had a long history, contrary to popular opinion. Due to mounting pressure and clamour for secondary education for boys and the children of the masses, the state established the Dominica Grammar School (DGS) on the 16th of January 1893, with a registration list of 25 boys under the headmastership of one tutor, Mr. W. Skinner (M. A – a graduate from Catherine’s College, Cambridge, England). It was to be run as a government school, with the aim to provide higher education for boys. The building being used was a personal gift from Mr. Dawbiney, a respectable Jamaican who had settled in the island. The DGS remained a boy’s school until 1972. This occurred at a time when the number of girls selected by the Common Entrance Examinations far surpassed that of boys. The first DGS girls came from the CHS and the WHS. The total number of girls on the roll for that year totalled 34 out of a total of 560 students. Thus a reluctant but necessary era commenced in that year – the DGS becoming a co-educational institution under the headship of Mr. J. K. Gough (B. Sc; Dip. Ed. from Scotland). In that same year there were 14 Dominican staff members who were university graduates. Not to be outdone by the Catholics, the Wesleyan Society (Methodists) following the tradition of their rivals, opened the second high school for girls in the island, the Wesley High School (WHS) in October 1927. By that year, 80% of the students accessing secondary education were girls. This again was a unique situation second to none in the W. I. This further marginalized the boys given the restrictive and limited nature of access at the time. At this juncture, it is necessary to appreciate the great effort expended by the churches in the provision of secondary education in the island of Dominica, albeit for denominational reasons. In 1932, the Christian Brothers (Catholics) opened the second educational establishment providing secondary education for boys, the Saint Mary’s Academy (SMA). By that year educational provision was roughly equal for both genders with boys now having the slight edge, notwithstanding the fact that the girls were doing better in entrance and scholarship exams. There were insufficient spaces available. An entrance examination would soon be rigorously applied to ration out, select and match the number of students to the available supply of places. This state of inequitable affairs became unbearable as the girls were now being marginalized in favour of boys who were securing less ‘passes’ than girls in the exams. In other words, the selection was a function of available places. The two boys’ schools had more places than the two girls’ schools. Therefore, fewer girls were selected although their average scores were higher than that of boys who secured places. In the1972/1973 school year, the Labour government of Mr. Edward Oliver Leblanc took the bold step to make the DGS co-educational. This occurred at a time when the number of girls who had succeeded at the Common Entrance Examinations far surpassed that of boys. Since then, girls have kept on increasing the education gap or divide to the extent that in Dominica and the West Indies this problem of ‘male marginalisation’ and ‘male underachievement’ and the like, have now become so serious that it threatens the whole concept of male patriarchy. The year 1972 has been regarded as a milestone in Dominica’s educational history as far as secondary education is concerned. From that year all new secondary schools have opted to become co-educational with the exception of the Saint Martin’s Secondary School in 1988. Another important milestone in our educational history is the year 1971. For the first time, secondary educational provision moved out of Roseau with the establishment of the co-educational Portsmouth Secondary School (PSS). This greatly reduced the cost burden to parents in the northwest, north and northeast of the island, who, hitherto had to make tremendous sacrifices to provide education for their children in the capital, Roseau. By 1974, the Common Entrance Examinations as a selector of educational life chances was psychologically so devastating to pupils that those who were not selected felt that they were ‘rejects’ and ‘failures’ with no hope or future. It was against this backdrop that a group of concerned persons headed by Ms. Jean Finucane-James decided to provide a ‘second chance’ to those pupils that was not based on a selective exam. This co-educational school was named the Dominica Community High School (DCHS). Apart from the PSS, the early 1970s were characterised for having secondary education concentrated in the capital city of Roseau. The ‘70s was a period of political upheaval. In August 1979, Hurricane David struck and the island was devastated: 43 deaths, massive destruction of crops and the forest, wildlife was decimated, schools and the social and economic infrastructure was destroyed. The economy came to a standstill. Educationally, the students suffered greatly. A large number of students from the northeast could not attend the Roseau schools. In the aftermath of the hurricane, two schools were opened in the northeast: St. Andrew’s High School (SAHS) in 1979, located in Londonderry which is run and operated by the Methodists and in 1980, the Marigot Foundation High School (MFHS) headed by Mr. Martin Roberts, a former Methodist minister. The last named school was eventually renamed the Marigot Secondary School (MSS) when in 1999 it passed over to the state. These two schools are co-educational institutions. In this catchment area the Common Entrance Exams consistently selects more girls than boys. In the 1980s four schools were established. In 1981, the Seventh-Day Adventists began to provide secondary education. The Seventh-day Adventist Secondary School (SASS) is located in the Portsmouth suburb of Granvillia. It is a co-ed school. In that very same year the co-ed St. Joseph Campus of the DGS was opened which later became a separate entity as the St. Joseph Secondary School. In 1996 it was renamed the Isaiah Thomas Secondary School. In 1988, two government co-ed secondary schools were established from what were formerly Junior Secondary Programmes: the Goodwill Secondary School (GSS) and the Grand Bay Secondary School (GBSS). In that same year, the Catholic–run St. Martin’s School for girls upgraded its technical/vocational wing into a fully-fledged secondary school called the St. Martin’s Secondary School (SMSS). With the opening of these new schools and the continued use of the Common Entrance Exams the gender balance continue to be in favour of girls to the detriment of boys. In October 1994 the Nehemiah Christian Foundation headed by Mrs. Rhoda George opened the Nehemiah Comprehensive School with 60 boys and girls. The school is located in Jimmit, Mahaut. In the financial year 1995/96 the government entered into a loan agreement  with the World Bank to fund the Basic Education Reform Project (BERP). One of the three main objectives of the project was to expand access to secondary education. Under the project, this objective was fulfilled in the co-ed Castle Bruce Secondary School (CBSS) in 1998. In the pre-emancipation era the curriculum that existed was of a religious nature. The society was largely illiterate and ignorant. There existed no notion or idea of popular or mass education. With emancipation in 1834, the rudiments of a system of education began to take shape. The limited curriculum was non-scientific and bookishly academic based on rote and memory teaching and learning. By 1868, as the primary system took root the three r’s were taught namely reading, writing and arithmetic. The system that was taking shape was one that would provide labourers and servants and no more. At the secondary level, the curriculum catered for the children of the elite: Maths, Science, Geography, English, Greek, and Latin. The colonial powers and the local legislatures controlled the educational system. In other words, the ruling elites/classes decided who should be taught, what should be taught, when, how and where. The entire process from start to finish was decided for the learner. In 1899, Agriculture was being promoted as a subject to be taught so that the learner would become an agricultural labourer or worker on an estate or join the ranks of the impoverished peasantry. So agricultural schools were encouraged. In this way the islands would remain as sources of primary agricultural produce. When the British abolished the local legislatures and imposed direct crown colony rule the curriculum again was being used as a tool to keep the masses in their place. It limited them to learn the basics and agriculture. Attempts were made to improve education at the end of the First World War (1914-1918): salaries to teachers, payments by results and attempts at compulsory education. The West Indian Conference in Dominica in 1932 urged the region to struggle for compulsory education among other things. This failed. In 1957, the ministerial system was brought to Dominica with some exercise of authority by the house of assembly. But power still lied with the British parliament. Budgets could be passed, but had to be approved by Britain. In 1967, Dominica became an associate state with Gt. Britain. All internal matters were under local jurisdiction, but foreign affairs, trade and defence resided with Gt. Britain. Dominica could now influence and shape educational progress, but very little happened. The primary system continued to develop. The high schools became stagnant. The last one to be established was in 1936 (SMA). Thirty-seven years passed before the next one, the PSS was established. By 1978, the curriculum at the primary was now being driven by the Common Entrance Examinations to the detriment of all else. The same thing could be found at the secondary schools. The entire curriculum was driven by foreign external examinations. The foreign element was removed in 1985 when we switched from the Cambridge and London GCE ‘O’ Levels to the regionally based CXC examinations. But the GCE ‘A’ Levels still continue to dictate the curriculum at the post-secondary level. In 1998, CXC began to test pilot its own ‘A’ Levels known as CAPE, which will soon replace the English-based GCE ‘A’ Levels. The School Curriculum and Examinations The CXC and the GCE curriculum dictate the locus and focus of secondary education in Dominica. These exams cater for the 30-40% of the ability range of secondary students. The entire curriculum was driven by foreign external examinations. The foreign element was removed in 1985 when we switched from the Cambridge and London GCE ‘O’ Levels to the regionally based CXC examinations. But the GCE ‘A’ Levels still continue to dictate the curriculum at the post-secondary level. In 1998, CXC began to test pilot its own ‘A’ Levels known as CAPE, which will soon replace the English-based GCE ‘A’ Levels. The HSC, LSC and GCE dominated the curriculum of secondary schools since the 1880s. The failure rates were very high at both the ‘O’ and ‘A’ Levels. It was also a drain on the scarce resources of the region. The minimum of 5 ‘O’ Level subjects were required to move into the sixth form and five subjects were needed of which 2 must be at ‘A’ Level for university entry. The Caribbean was influenced by educational and curriculum developments in North America and Europe, especially Britain. Revolutionary curricular changes in maths and science were being undertaken in the USA as a result of the Russian success in Sputnik I. In the U. K, the Nuffield Foundation invested heavily in a science development project. In 1969-70, the West Indian Science Curriculum Innovation Project (WISCIP) began at St. Augustine, UWI, and Trinidad. It was a new approach with emphasis on enquiry and experimentation, understanding and constructive thinking. This was introduced in the DGS and the other high schools of the time. During that same period ‘New Mathematics’ was introduced in the schools’ curriculum. All five of the secondary schools in Dominica adopted it. The Convent High School had their first ‘O’ Level candidates in 1971, and the DGS in 1972. Results in all Caribbean schools were not so good at first because of the unfamiliarity with the new approaches and topics such as inverses, identities, algebra of sets and matrices, decimalisation and metrification, vectors, inequalities and topology. At first most of the schools used the School Mathematics Project (SMP) books, but these were replaced by the Joint Schools Project (Caribbean edition) series, as part of the CEDO/UNESCO/UWI Caribbean Mathematics Project. The CXC was established in 1972 to serve the Commonwealth Caribbean. The process took over 10 years. The CXC was to replace the GCE exams. It would develop syllabi, conduct exams and issue certificates. This was a form of asserting cultural and intellectual independence from our colonial past and from Britain. Politically, the Caribbean has eschewed integration. There was the West Indian Federation as colonies of Britain (1958-1962). It ended in failure due to insularity, nationalism and dependency. With independence, the nations can dictate their educational goals and match these to national needs. In Dominica, we have not had a long history of educational reforms established in law. In 1949 an Education Act was passed to regulate and govern the sector. This was changed in 1997 when the new Education Act was passed. This was part of an attempt to harmonise education legislation in the Eastern Caribbean. In 1995 the Basic Education Reform Project was launched (BERP). The Project had three main objectives: 1. to strengthen the management and planning capacity of the Ministry, 2. to enhance the quality of education, and 3. to expand and conserve school places. Economically, we live in an interdependent world, a global village. We are partners bargaining from a position of weakness. Unequal terms of trade, onerous foreign debts, trade deficits and balance of payment problems deplete our resources so that our educational budgets are severely constrained. In general (1999 – 2004), Dominica spends about 17% of its recurrent budget on education, 1-2% on materials and supplies and about 80% on personal emoluments. New Curriculum Developments. Primary schools follow a curriculum, which has recently been reviewed by the Curriculum Development Unit (CDU). Schools have been provided with curriculum guides for English Language, Mathematics and General Science for Grades K to 6. Curriculum guides for Social Studies, Mathematics, Science and English Language were to become available in September 1999 for grades K to 6. A curriculum guide for Social Studies has been prepared for Form 1 at the secondary level. Workbooks for Grades k to 3 for English were to have been made available from September 1999. In addition a curriculum guide for Health and Family Life covering primary and secondary age ranges is being monitored and supported in schools. A draft national policy for this was presented to Cabinet in August 1998 but has not yet been officially approved. The CDU has planned to review Music, PE, Art and Craft, and Agriculture in 2001 as well as to start writing and production of support materials for pupils and teachers. The revised primary schools curriculum appears to be appropriate at the national level. The main problem appears to be in its delivery. The main need at the primary level for curriculum development is in relation to adapting the teacher’s guides for multigrade teaching and provision of differentiated activities for all subjects and all classrooms. Dominica does not have a National Curriculum and therefore, the curriculum de facto is determined by each school and in practice is closely related to the requirements of the Caribbean Examination Council (CXC) other external examinations and higher ability students. A balance needs to be struck between the academic and practical skills education in the secondary sector in any future national curriculum. The Ministry of Education has outlined the following process to arrive at the promulgation and implementation of the National Curriculum (NC): National Curriculum Committee (NCC) established in school year 1999/2000 NCC reviews existing curriculum: locally and regionally Under the NCC, Subject Teams and Subject Areas are established Development of Syllabi, and Curriculum Guides in Core Subject Areas Curriculum Training of Staff/Subject Team Members Resource Provision First Draft National Curriculum in Core Subject Areas Review of Draft Curriculum Development of Curricula in other subject areas. Establishment of National Norms and Standards for all subjects Piloting of National Curriculum in a cross-section of schools Promulgation of National Curriculum by Minister of Education Use by all schools of the National Curriculum as of September 2003 The Secondary Education Support Project (SESP) had been working with the Curriculum Development Unit (CDU) to write and pilot a revised curriculum for Forms 1 to 3 in the core subjects of English, Mathematics, Science and Social Studies, incorporating activities for average and below average ability pupils. Drafts of curriculum guides for Form 1 have been completed and were made available to schools in September 1999. All the guides for the four core subjects were made available in 2001. The CDU also has completed work in Music, Art, Craft, and Agriculture. Is Overpopulation the Main Cause of Child Labour? Child labour refers to the employment of children to benefit their family financial situation where they are exploited to danger and hazard. It may interfere with their education and hamper the children physically, mentally, spiritually or morally. Children exposed to child labour since young can be distorted or disabled due to carrying heavy loads or forced into unnatural positions at work for long hours. Many say that the main cause of child labour is overpopulation. Though I agree that overpopulation is one of the important causes of child labour, but I think that it is not the main cause of it. Now in the 21st century, most of the well-paid jobs are to be done with the help of advanced technology and it is expected that their employees have knowledge of how to use a computer. Thus, it is expected that the poorer ones has less chance to be employed as they don’t even know how to read or write, is it not? The increase in unemployments of the adults has caused the children to become the source of income. Children tend to work in factories because employers find it more profitable to employ children as they cost less and can extract more work. Governments and communities have been struggling hard to try find ways to bridge the digital divide as this may be the first step in help eradicating poverty.
